Senator Johnny Isakson (R-GA) offered an amendment to S. 2012, the Energy Policy Modernization Act of 2015, which would reform the mortgage market to incentivize energy efficiency by ensuring that energy costs are included in the underwriting process. More efficient homes save money for homeowners while reducing carbon pollution. On April 19, the Senate approved the Isakson amendment by a vote of 66-31 (Senate roll call vote 49). YES IS THE PRO-ENVIRONMENT VOTE. S. 2012 passed the Senate and moved to conference with a House-passed energy bill, but did not become law.
