Senator Mark Kelly (D-AZ) sponsored S. 2228, the Building Chips in America Act, which would eliminate environmental review and public input under the National Environmental Policy Act (NEPA) for certain semiconductor manufacturing facilities. The bill is also unnecessary; since its introduction, the Biden-Harris administration has adopted the categorical exclusions that the bill seeks to establish, and federal permitting is not delaying chips manufacturing projects. On September 23, the House approved S. 2228 by a vote of 257-125 (A 2/3rds majority was needed for passage; House roll call vote 440). NO IS THE PRO-ENVIRONMENT VOTE.
