Federal Environmental Pesticide Control Act of 1971 (HR 10729). The bill required EPA to pay the pesticide manufacturers for any losses they might suffer if EPA cancelled registration of a pesticide already on the market. This would discourage EPA from acting and encourage a use-now-test-later philosophy among the manufacturers. The vote is on the Eckhardt amendment to bar any repayment to manufacturers if they knew or could have foreseen the dangers of their product. The Nixon Administration supported the pesticides bill as written by the House Agriculture Committee and lobbied against the amendment. (Rejected 168-203. Nov. 9, 1971. "Yes" is the correct vote.)
