Anti-Environment Provisions in Defense Appropriations Bill

Representative Ken Calvert (R-CA) sponsored H.R. 8774, the Department of Defense Appropriations Act, 2025, which, despite the funding focus implied by the title, contains several anti-environmental provisions, including blocking funding for a variety of executive orders on climate change that help reduce harmful pollution, advance environmental justice, and accelerate the transition to a clean energy economy. The bill also prohibits protecting taxpayer dollars from the financial risks of climate change by preventing federal contractors from disclosing their climate financial risks. Finally, the bill blocks federal agencies’ efforts to fully respond to the intersectional crises of climate change and racial justice by advancing diversity, equity, and inclusion. These damaging prohibitions would hobble our government’s ability to mitigate, prepare for, and respond to the threats posed by climate change - poison pill riders such as these have no place in government funding bills. On June 28, the House approved H.R. 8774 by a vote of 217-198 (House roll call vote 331).  NO IS THE PRO-ENVIRONMENT VOTE.
