Transportation Appropriations (HR 14234). The vote is on the McFall amendment to concur with Senate action placing a ceiling on spending obligations for FY 1977 highway programs. The Senate called for a ceiling of $7.2 billion, but the provision allows Congress to change this figure before the beginning of FY 1977.
