1973 Scorecard Vote
Symms amendment to limit the extension of the Environmental Education Act (H.R. 3927) to one year, with an authorization of $5 million, instead of 3 years with $45 million. Many in Congress were unwilling to spend even this amount because as Rep. Landgrebe said, "The program is doing more harm than good." (The Act authorizes grants for innovative projects to both public and private groups to increase environmental awareness.) The Office of Environmental Education received 4,700 requests but only 286 could be funded because the Administration hampered agency efforts to implement the bill and impounded funds. The President did not take a position on the amendment but did oppose passage of the bill. October 24, 1973. Rejected 140-252. No is the correct vote.
