Representative Rick Allen (R-GA-12) offered an amendment to H.R. 7617, the Fiscal Year 2021 Minibus II: Energy-Water, Transportation-Housing and Urban Development, Commerce-Justice-Science, Defense, Labor-Health and Human Services-Education, and Financial Services-General Government, which would have blindly cut 5 percent of the total funding for the Labor-Health and Human Services Division in the midst of a pandemic and public health crisis. This amendment’s across the board cuts to agencies such as the Centers for Disease Control and Prevention and the National Institutes of Health would have been particularly hazardous for communities of color since the COVID-19 respiratory pandemic is disproportionately affecting Black, Latinx, and Indigenous communities. On July 31, the House rejected the Allen amendment by a vote of 123-292 (House roll call vote 176). NO IS THE PRO-ENVIRONMENT VOTE.
