Representative Liz Cheney (R-WY) sponsored H.J. Res 44, the Congressional Review Act "Resolution of Disapproval" of the Bureau of Land Management’s (BLM) “Planning 2.0” Rule. The “Planning 2.0” Rule allows BLM—which is responsible for managing more than 245 million acres of public lands—to approach the management of public lands in a more holistic way that considers conservation and outdoor recreation needs by increasing the participation of local stakeholders and engaging them earlier in the planning process. Repealing this rule would result in BLM reverting back to an outdated process that has not been updated for over three decades. This use of the Congressional Review Act, an extreme legislative tool, would not only overturn the current rule, but would prohibit BLM from ever issuing "substantially similar" regulations in the future. On February 7, the House approved H.J. Res 44 by a vote of 234-186 (House roll call vote 83). NO IS THE PRO-ENVIRONMENT VOTE. The Senate approved H.J. Res. 44 on March 7 and President Trump signed this resolution into law on March 27.
