Representative Doug Collins (R-GA) sponsored H.R. 26, the Regulations from the Executive in Need of Scrutiny (REINS) Act of 2017, which would delay or shut down the implementation of vital public health and environmental safeguards that prevent industries from emitting toxins into our air and water. H.R. 26—which requires both houses of Congress to approve all significant new public protections before they take effect—is redundant and unnecessary, since federal agencies generally operate under authority that Congress has already approved in legislation. H.R. 26 is a tool for industry to scuttle new health and environmental safeguards, which would lead to more premature deaths, illnesses, and other serious health impacts. On January 5, the House approved H.R. 26 by a vote of 237-187 (House roll call vote 23). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation.
