House Energy and Commerce Committee Chairman Fred Upton (R-MI) sponsored H.R.3301, the North American Energy Infrastructure Act, a bill that would effectively exempt cross-border pipelines from the National Environmental Policy Act. H.R. 3301 would narrow environmental review to the cross-border segment of proposed pipelines, would instate default approval of any cross-border pipeline within 120 days of completion of the review, and would also exempt any modifications to existing pipelines from review. H.R. 3301 undermines the federal government’s ability to fully assess the environmental impacts of proposed pipelines. On June 24, the House approved H.R.3301 by a vote of 238-173 (House roll call vote 354). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation.
