1978 Scorecard Vote
Interior Appropriations bill H.R. 12932. The vote is on the Yates motion that the House give up its disagreement and go along with a Senate amendment stating that water projects in the Colorado River Basin would not have to file a comprehensive Environmental Impact Statement. But these statements filed separately do not reflect the cumulative effects of the projects taken collectively. These include serious salinity problems (each irrigation project increases the salt levels in the water), the cumulative loss of critical fish and wildlife habitat, and the fact that there is not enough water left in the Colorado River Basin to meet all the demands of all the uses that have been authorized. The Carter Administration opposed the motion but did not lobby actively against it. Motion agreed to 206-186. October 5, 1978. NO is the correct vote.
