Water Pollution Control Act Amendments (HR 9560). The vote is on the Wright amendment to Section 404 to reduce the Army Corps of Engineers' regulatory power over the discharge of dredge and fill materials into wetlands, and coastal and inland waters. This action would remove federal jurisdiction over 98% of the nation's stream miles, and 80% of all wetlands. Such a drastic reduction of federal regulation could result in dredging in many areas with sediment containing toxic or cancer-causing materials, and could allow previously protected wetlands to be filled in by developers. Healthy wetlands are essential for the health of the U.S. commercial fishing industry, the survival of migratory water fowl, and as filters against pollution. June 3, 1976. Adopted 234-121.
