1975 Scorecard Vote
Housing, Space and Veterans Appropriations (H.R. 8070). The vote is on the Boland amendment to insist that the House agree to language in the Conference report that forbids the Environmental Protection Agency (EPA) from carrying out programs to reduce air pollution and traffic congestion without new legislative authority. The amendment would make sure that EPA could not enforce transportation controls and parking regulations designed to discourage auto use in the most polluted urban areas. Supporters of the amendment argued that "it was not EPA's duty to impose land use on states when it is the will of Congress not to have land use controls." Reports have shown that it will be impossible to meet air quality standards in many areas without such controls. Motion agreed to 302-77. October 3, 1975. "NO" is the correct vote.
