AEC Omnibus Bill (H.R. 15582). The bill would allow the President to give nuclear materials and technology for reactors under 5 megawatts to other nations, no matter how unstable, unless rejected by both the House and Senate within 60 days and the measure not vetoed by the President. The vote is on the Long amendment to require Congress to specifically approve any such agreements. Certain nuclear plants under 5 megawatts produce sufficient plutonium so that any country could manufacture an atomic bomb within 3 or 4 years. If environmental and safety standards are less stringent than in the U.S., the nuclear power industry will have an incentive to proliferate internationally thereby increasing the dangers of nuclear accidents. The Nixon Administration took no official position on the amendment. July 31, 1974. Passed 194-191. YES is the correct vote.
