Labor-HEW Appropriations for fiscal 1975 (H.R. 15580). The vote is on the Roncallo amendment to prohibit the use of any funds, either directly or indirectly for abortions, abortion inducing drugs, abortion referral services, research, or for health or disability insurance abortion benefits. Opponents of the amendment noted that it was not limited to abortion, but would also prohibit the IUD as a contraceptive, anti-conception drugs in cases of rape and would threaten all family planning services nationwide. Many environmentalists advocate the need for family planning and abortions because overpopulation hastens the depletion of resources and is a root cause of nearly all environmental problems. The Nixon Administration took no position on the amendment. June 27, 1974. Rejected 123-247. NO is the correct vote.
