Labor-HEW Appropriations for fiscal 1975 (H.R. 15580). The vote is on the Symms amendment to reduce appropriations for the Occupational Safety and Health Administration by $30 million. The Act gave the Secretary of Labor authority to protect the workplace environment of industrial, farm and construction workers who are often exposed to high levels of noise, pesticides and other forms of pollution. As passed by Congress, the law encouraged states to do most of the enforcement, and several states have already begun aggressive programs. This amendment would eliminate all grants to states that had started their own OSHA programs and discourage other from entering the program. The President took no position on the amendment. June 27, 1974. Rejected 179-218. No is the correct vote.
