1974 Scorecard Vote
Agriculture, Environment and Consumer Protection Appropriations for fiscal 1975 (H.R. 16901). The vote is on the Whitten amendment to prohibit the EPA from using any of its funds to enforce section 110 of the Clean Air Act, pending a complete judicial review. Section 110 requires EPA to regulate indirect sources of air pollution by restricting new parking facilities, shopping centers, highways, airports and other facilities that would create so much auto traffic that they violated air pollution standards. Several shopping centers had filed judicial review lawsuits to escape compliance with Section 110. Environmentalists opposed the amendment because they believe that new developments should have to account for the additional pollution that they generate. The President took no position on the amendment. December 12, 1974. Passed 282-90. NO is the correct vote.
