The vote is on whether to consider the Anderson amendment to permit cities to use up to $700 million in Highway Trust Fund money for rail and bus transit. The Nixon Administration supported the amendment. The highway lobby wanted to give the bill a rule that would prevent a direct vote on the Anderson amendment, and this is a vote on whether to adopt that rule.
