H.R. 3546. The vote is on the Committee amendment to allow either the House or the Senate to veto any new regulation made by the Environmental Protection Agency within 60 days. The other House of Congress then has 30 days to object to this veto; if no obligation is made, the veto stands and the EPA regulation is overturned. Both the Carter Administration and the environmentalists opposed this amendment because it would politicize decisions that should be made by scientists on grounds of human health. Most Members of Congress have neither the time nor the expertise to make highly technical evaluations about the health hazards of individual pesticides. The amendment would also have added further to the existing four month delay before proposed EPA pesticide regulation become final. Adopted 278-121. November 28, 1979. No is the correct vote.
