House Concurrent Resolution 599 on Budget Targets for regulatory agencies for fiscal 1979. The vote is on the Brown amendment to reduce the budget authority by $178.2 million and actual outlays by $195.4 million for various regulatory agencies. Specifically targeted for the biggest cuts were the Environmental Protection Agency ($49 million), the Mine Safety and Health Administration ($62.2 million), the Occupational Safety and Health Administration ($21.1 million) and the National Traffic Safety Administration ($40 million). Other less controversial agencies were left alone. Once again the amendment held spending at 1978 levels with no allowance for inflation, and thus would have crippled new programs. Because the vote was so close and its effects were so sweeping, many considered this the key health vote of the year. The Carter Administration opposed the amendment. Rejected 196-196. May 9, 1978. NO is the correct vote.
