Redwood Park Expansion Act H.R. 3813. The vote is on the Clausen motion to recommit the bill and send it back to the Interior Committee with instructions to reduce the acreage from 48,000 acres to 14,000 acres. The Clausen motion also deleted the 30,000 acre park protection zone, which was intended to provide a buffer between the park and adjacent logging operations. Heavy logging outside park boundaries has caused severe erosion, siltation and flooding of Redwood Creek, and threatened to destroy the Redwoods inside the original park. The full acreage in the new bill was necessary to protect them. Land in the park protection zone could remain provisionally in private hands, but the Secretary of Interior had authority to purchase part or all of it whenever he believed that the Redwoods were threatened. The bill was controversial because it took valuable commercial timber land out of production, and so it included provisions to compensate those who lost their jobs as a result of the park expansion. The Administration supported the bill and opposed Clausen. Rejected 116-274. February 9, 1978. NO is the correct vote.
