Health Services Programs, H.R. 12370. The vote is on the Rogers motion to suspend the rules and pass the bill to authorize $2.7 billion for family planning services and other public health programs through fiscal 1981. The bill reauthorized grants to government and private health agencies. Nearly half the funds were for family planning, a 50% increase over 1978 spending levels, in an effort to deal with the sharp rise in teenage pregnancies. Most of the rest of the money went to a wide variety of programs for health services and preventative medicine, including immunization, nutrition counseling, and a successful program to combat hypertension. Environmentalists support family planning and birth control, because rapid population growth increases the pressure on the environment and hastens the depletion and pollution of natural resources. The Carter Administration supported the bill. Rejected 193-193. September 25, 1978. YES is the correct vote.
