National Parks Additions H.R. 12536. The vote is on the Thompson amendment to delete a provision in the bill to put the middle section of the Delaware River into the National Wild and Scenic Rivers System. Designation as a Wild and Scenic River protected the Delaware from the proposed Tocks Island Dam. The bill also transferred the authority for managing the Delaware Water Gap National Recreation Area from the Army Corps of Engineers (which wanted to build the dam) to the Interior Department. This was the crucial vote in determining whether to protect the largest free flowing river left in the highly populated Eastern Seaboard where recreational needs are greatest. The dam would have flooded a beautiful and historic valley and cost the public over a billion dollars. The Carter Administration supported the bill and opposed this amendment. Rejected 110-275. July 10, 1978. NO is the correct vote.
