H.R. 3813. The vote is on the Vento substitute to the Oberstar substitute to the Interior Committee bill. The Boundary Waters Canoe area covers over a million acres, laced with over a thousand lakes. It is the nation's most heavily used wilderness area and only designated canoe area. Both Oberstar and Vento agreed that logging and mining should no longer be allowed here, but they could not agree about the use of motorboats and snowmobiles. The Oberstar substitute would have allowed 98% of present motorized use to continue. The Vento substitute only allowed from 41% to 27% of current motorized use to continue, with motorboat use on several of the lakes being phased out over a 30 year period. (Even if all motor use on the BWCA lakes were banned, it would affect only 10% of the fishing lakes in Northern Minnesota.) Unlike Oberstar, the Vento substitute also created a Mining Protection Area that covered an additional 220,000 acres needed to link the three different sections of BWCA. The Administration supported Vento's bill which was a compromise between Oberstar and the even stronger bill reported by the Interior Committee. Adopted 213-141. June 5, 1978.
