(S. 3149) The Toxic Substances Control Act: The vote is on passage of the bill, to authorize the Environmental Protection Agency to screen new industrial chemicals before marketing, to require testing of potentially dangerous chemicals, and to ban or restrict the use of chemicals that pose an unreasonable risk to the environment. Several thousand new chemicals are introduced into the marketplace each year, and there is currently no warning system to publicize potential dangers before products are widely dispersed. The need for such restrictions had been heightened by the dramatic increase in cancer and by new evidence suggesting that more than 80% of cancer deaths are environmentally related. Passed 60-13. The President opposed the legislation. The correct vote is yes.
