Nuclear Fuel Assurance Act (HR 8401). This is the second vote on the Bingham amendment to delete sections authorizing the Energy Research and Development Administration to contract with private industry for development of uranium enrichment plants. The Ford Administration and the nuclear industry wanted this bill in order to transfer the once highly secret uranium enrichment process from the government to private industry, and to authorize $8 billion in subsidies to encourage such private participation. The bill also required the government to assume all liabilities, including debts, if any private industry failed to manufacture uranium profitability after a year of operation. The enrichment capacity generated by private involvement would far exceed U.S. needs, and would probably lead to the increased export of these dangerous nuclear fuels. Finally, uranium enrichment has a poor success record, requires huge amounts of land, energy and capital, and offers no satisfactory solutions to the problems of long-term waste storage.
