Energy Conservation and Oil Policy Act of 1975 (H.R. 7014). The vote is on the McCollister amendment to strike out a section of the bill authorizing the Federal Trade Commission to prescribe and enforce standards to improve energy efficiency of major household appliances. McCollister argued that the program would increase the price of appliances, hurt the small manufacturer and possibly cause further unemployment. Yet the Energy Research and Development Administration predicted that the industry was very capable of a 25% increase in efficiency and the costs were justified. A University of Illinois study indicated the program would not hurt employment. The bill would have set new standards only in cases where the savings from reduced energy consumption would offset the additional cost of the product. Rejected 146-243. September 18, 1975.
