The Surface Mine Control and Reclamation Act of 1975 (H.R. 25). The vote is on the motion to override the President's veto and pass the strip mine bill. Since the first Presidential veto, Congress has weakened the bill to meet most of the Administration's objections. The Administration still predicted a huge slump in coal production and the loss of 36,000 jobs, but could not justify its own figures. Both the AFL-CIO and the United Mine Workers supported the bill, maintaining that it would not hurt the coal industry and would actually increase jobs through new reclamation programs. Rejected 278-143 because it failed to get a two-thirds majority. June 10, 1975. "YES" is the correct vote.
