(H. Res. 988). The vote is on the Hansen substitute motion to the Bolling proposal which reorganized House Committees. Environmentalists strongly supported the Hansen substitute for several reasons. First, the Bolling proposal let the Joint Atomic Energy Committee keep all jurisdiction over both the promotion and regulation of nuclear power, while the Hansen substitute gave the Interior Committee oversight jurisdiction over non-military nuclear energy. Environmentalists felt that this would encourage a broader and more objective congressional scrutiny of the hazards of nuclear power. Second, the Bolling proposal lumped all jurisdiction over health and environmental issues into the same committee that handled fuel extraction and energy production, thus making it easier for the huge energy conglomerates to dominate environmental polices just by controlling one committee. The Hansen measure retained diverse jurisdiction of energy and environmental issues. The President did not take a position on the amendment. October 8, 1974. Adopted 203-165.
