Energy Supply and Coordination Act of 1974 (H.R. 14368). The vote is on the Wyman amendment to suspend auto emission controls until 1977, except in areas having heavy air pollution levels. The amendment would make it nearly impossible for those cities not cited as having Òheavy pollution levelsÓ to meet the 1975 ambient air standards. The National Realty Commission estimated that a city such as Denver, not required under the Wyman amendment to use auto emission devices would have to reduce its vehicle miles by 76% to meet pollution standards for carbon monoxide and oxidants. (Such reductions could only come through stringent rationing.) The President took no position on the amendment. May 1, 1974. Rejected 169-221. No is the correct vote.
