Howard motion to suspend the rules and pass the Indoor Energy Conservation Act (H.R. 11714), a bill to provide $16 million for the General Service Administration over 3 years to develop improved lighting, insulation, and architectural standards to reduce energy consumption in businesses, houses, and industries. Experts estimate that energy savings of 20% to 50% can be achieved simply by employing improved building designs, more efficient lighting, and better insulation. This bill would provide money to collect information on these conventional measures as well as on newer technologies such as solar energy and make it available to the public. The Nixon Administration did not take a position on the amendment. December 18, 1973. Rejected 230-160 because it failed to get a two-thirds majority. Yes is the correct vote.
