Wyman amendment to the Emergency Energy bill (H.R. 11450) to suspend auto emission standards after 1974 until 1977 in all areas except those with significantly high pollution levels. This amendment would not change the statutory standards in the Clean Air Act, but would suspend the EPA's authority to issue regulation except in a small area between Boston and New York City and a narrow corridor between San Francisco and Los Angeles. The effect of this amendment would be to delay the use of catalytic converters for at least three years, even though the converter engine consumes less gas than emission devices used in the 1972-74 model cars.
