Urban Mass Transportation Bill (H.R. 6452). The vote is on the second Wylie amendment to delete a provision authorizing $800 million for fiscal 1974-75 for grants to state and local governments for operating subsidies for mass transit. The Federal Highway Act had already authorized funds for construction of new transit systems, but did nothing to help cover operating costs. Without operating subsidies, many bus and rail systems could not set fares low enough to encourage the heavy public use that is now essential to conserve fuel and reduce air pollution. The Nixon Administration supported the amendment. Oct 3, 1973. Rejected 205-210. No is the correct vote.
