Second vote on the Eckhardt amendment to the Toxic Substances Control Act (H.R. 5356). This amendment would ensure that the EPA could coordinate its authority with its existing powers under the Federal Water Pollution Control Act and the Clean Air Act and use whichever law is the most appropriate in each case. As written, the bill leaves EPA open to endless litigation by industries claiming it should have used another law to reduce the hazard to the environment.
