Marine Mammal Protection Act of 1972 (S 2871). The vote is on the Hart amendment to give the Secretary of Interior jurisdiction over all species of marine mammals, rather than dividing the jurisdiction between the Departments of Interior and Commerce. Conservationists believe that the Interior Department would be more sympathetic to the plight of marine mammals than the Commerce Department. The Administration opposed the Hart amendment.
