Federal Environmental Pesticide Control Act of 1971 (HR 10729). This bill as reported by the House Agriculture Committee was even weaker than existing law. The vote is on Rep. Dow's amendment to strengthen the bill by: a) putting the burden of proving the safety of pesticides on the manufacturer, rather than on the EPA; b) requiring the manufacturer to disclose all their data on the environmental effects of their pesticides; c) making it easier for EPA to cancel registration of pesticides; d) allowing EPA to consider whether a hazardous pesticide is really essential when determining appropriate uses.

The Nixon Administration supported the pesticides bill as written by the House Agriculture Committee and lobbied against the amendment. (Rejected 152-221. Nov. 9, 1971. "Yes" is the correct vote.)
