Representative Steve Pearce (R-NM) offered an amendment to H.R. 6147, the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2019, which would prevent the Fish and Wildlife Service from listing the lesser prairie chicken for protections under the Endangered Species Act (ESA). Blocking the Fish and Wildlife Service from listing the lesser prairie chicken would interfere with the science-based process used to determine the need of a species’ protection. Overall, this amendment is an attack on the ESA that sets a dangerous precedent of blocking the potential listing of a species that wildlife experts may deem necessary. On July 18, the House approved the Pearce amendment by a vote of 216-199 (House roll call vote 354). NO IS THE PRO-ENVIRONMENT VOTE. The House passed H.R. 6147 on July 19 and the Senate passed its version of the bill on August 1. On September 5, the House rejected a motion to instruct conferees and no further action was taken on this legislation.
