Representative Bob Gibbs (R-OH) sponsored H.R. 935, the Reducing Regulatory Burdens Act of 2014, which would undermine the Clean Water Act by preventing the Environmental Protection Agency (EPA) from protecting waterways from the direct application of pesticides that can contaminate drinking water, harm aquatic species, and negatively impact the food chain. H.R. 935 would render ineffective the Clean Water Act pesticide general permit, which took effect in 2011 and laid out commonsense practices for applying pesticides directly to waters under the jurisdiction of the Clean Water Act. The pesticide general permit allows for spraying to combat vector-borne diseases such as the West Nile virus, and it has had no significant effect on farming practices. On July 31, the House approved H.R. 935 by a vote of 267-161 (House roll call vote 470). NO IS THE PRO-ENVIRONMENT VOTE. The Senate took no action on this legislation.
