Representative Mario Diaz-Balart (R-FL) sponsored H.R. 8771, the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025, which would undermine our progress fighting the climate crisis at home and abroad. At a time when the United States should be doing more, not less, in the global fight against climate change, this bill makes steep funding cuts that undermine our international commitments on climate change and environmental protection while explicitly prohibiting funding from being used to implement the Paris Climate Agreement and other important multilateral institutions like the Green Climate Fund, the Clean Technology Fund, and for loss and damage. It also prohibits funding from being used for climate change-focused executive orders and seeks to undercut US authority to regulate cross-border pipelines, including in ongoing State Department negotiations with Canada on Enbridge’s Line 5 pipeline. On June 28, the House approved H.R. 8771 by a vote of 212-200 (House roll call vote 335). NO IS THE PRO-ENVIRONMENT VOTE.
