Issue: Toxics/Public Right to Know
Toxic Substances Control Act of 1973 (H.R. 5356), a bill to require pre-market testing of potentially dangerous chemicals and allow the Environmental Protection Agency to restrict or ban their commercial use. The vote is on the Young amendment to prevent the EPA Administrator from implementing the Act unless each objecting industry has an opportunity to cross-examine the Agency on every ruling. The amendment would make implementation of the Act so difficult that the Agency might refuse to exercise its authority. The amendment would be most helpful to the several drug and chemical plants in Rep. Young's district. The Administration took no official position on the amendment. July 23, 1973. Rejected 159-236.
