1975 Scorecard Vote
Interior Appropriations FY 1976 (H.R. 8773). The vote is on an amendment by Rep. Dingell to increase appropriations for acquisition of wetlands as a habitat for migratory birds from $1 million to $10 million. Concerned over the loss of wetlands to industrial development, Congress in 1961 authorized $105 million in loans to purchase wetlands for waterfowl in the Dakotas and Minnesota. The loans were paid back by funds collected from duck stamps purchased by hunters. But funding never reached the levels expected and only half the needed acreage has been purchased. Meanwhile, land prices have skyrocketed. These areas are used as nesting, rearing, and stopover points by millions of birds during their annual migrations from Canada to South America. The President took no official position on the amendment but had recommended in the budget that no money be spent on this program. Adopted 220-203. July 23, 1975. ÒYESÓ is the correct vote.
