House Concurrent Resolution 599. The vote is on the adoption of the Resolution against President Carter's plan to export 7 tons of low enriched uranium to India. The vote would have blocked the sale of uranium for India's Tarapur nuclear plant, which has reprocessing facilities and could produce plutonium. India refuses to accept international safeguards for her nuclear facilities and will not allow other nations to inspect the Tarapur reactor. Nor will she sign the nuclear nonproliferation treaty. Thus environmentalists argued that providing India with uranium would encourage her nuclear activities and undermine U.S. credibility on nonproliferation. The Carter Administration argued that denying India the uranium would jeopardize negotiations to get India to accept better nuclear safeguards. This vote is also important but less clear cut than the above. Resolution rejected 181-277. July 12, 1978. YES is the correct vote.
