Public Works Appropriations FY 1976 (H.R. 8122). The vote is on the Steelman amendment to delete all funds for navigation planning in the Trinity River in Texas. As the largest and most expensive Army Corps of Engineers project in the nation, the Trinity River barge canal would turn Dallas into a seaport and alter the drainage of an area larger than Rhode Island. In March 1973, citizens in 17 Texas counties voted to reject money to pay for the local share of the project, yet Congress has insisted on appropriating planning funds for the canal. Environmentalists and the Texas Parks and Wildlife Department have denounced the project because it will cause massive disruption and increase pollution of the Trinity River, which now offers great recreational benefits, archaeological sites, thousands of acres of rich bottom-land, and important fish and wildlife habitat. Rejected 178-228. June 24, 1975. ÒYESÓ is the correct vote.
