Without inspections, there is no guarantee that good safety records will be maintained. Environmentalists and unions argued that a worker's right to a safe environment should not depend on the size of the company he works for. OSHA has been working to ease the burden on small business by eliminating its more petty requirements and concentrating on severe health hazards like toxic chemicals. But it needs the authority to make occasional inspections even of small companies as a deterrent to make sure they remain safety-conscious. The Administration opposed the Boren amendment.
