H.R. 6417. This vote is on the Shuster amendment to restore the original House committee language to the mass transit bill, in an attempt to kill the bill. The Shuster amendment was totally unacceptable to the Senate, and the bill had to win quick Senate approval in order to become law, because there were only a few days left in the lame duck session of Congress. Environmental groups opposed the Shuster amendment as an obvious device to stop mass transit legislation and give the incoming Reagan Administration free rein to dismantle the mass transit system. Instead they backed a Howard substitute which the Senate would accept and which provided for $25.6 billion in mass transit aid through 1985. Shuster rejected 109-266. December 2, 1980. NO is the correct vote.
