Mattingly (R-GA) amendment to make a 5% cut of $380 million in the fiscal 1982 Appropriations for the Department of Interior, Forest Service, and some Department of Energy programs. The Interior Department would have been most affected by the cut, and its 1982 budget was already $353 million below 1981 levels. Environmentalists supported most (though not all) of the programs in the bill, which included the Land and Water Conservation Fund (used to buy parkland, wildlife refuges and national forests), the operating budgets for the National Park Service and Fish & Wildlife Service, the Youth Conservation Corps, historic preservation, and the Solar and Conservation Bank. Rejected 35-61; October 27, 1981. NO is the pro-environment vote.
