Second Supplemental Appropriations bill (HR 8190). The vote is on Rep. Giaimo's amendment to restore funding for the District of Columbia's metropolitan area rapid transit system. Rep. Natcher removed the District's money for the Metro in Committee, because local citizens had won a lawsuit against the Three Sisters Bridge and related freeways. Natcher declared that there would be no money for the Metro until freeway construction had resumed. Giaimo challenged him on the House floor. The Nixon Administration supported the amendment and later lent the District money to continue work on the Metro. (Rejected 170-220. May 11, 1971. "Yes" is the correct vote.)
