2023 Recent Vote
Chair Cathy McMorris Rodgers (R-WA) sponsored H.R. 21, the Strategic Production Response Act, to limit the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy submits to Congress a plan to increase the percentage of federal lands leased for oil and gas production. Specifically, the bill prohibits DOE from drawing down petroleum in the SPR for nonemergency purposes until it submits a plan to increase the percentage of federal lands, including submerged lands of the Outer Continental Shelf, that are leased for oil and gas production to offset any drawdowns on or after January 21, 2021. This misguided legislation threatens our nation's treasured federal public lands and waters and prolongs our dependence on dirty fossil fuels under the guise of promoting energy security. On January 27, 2023, the House approved H.R. 21 as amended by a vote of 221-205 (House roll call vote 93). NO IS THE PRO-ENVIRONMENT VOTE.
