2020 Scorecard Vote
Chair Nita Lowey (D-NY) sponsored H.R. 6800, the Heroes Act. This bill would provide funding to state and local governments, tribes, and territories to maintain the essential services they provide and additional funding to support transit. Additionally, this bill included a moratorium on all utility disconnects and a mandate that no household lose water service due to inability to pay, $3.6 billion dedicated to election assistance funding, environmental justice grants to understand the links between pollution exposure and the impacts of COVID-19, an Occupational Safety and Health Administration emergency standard, and support for the U.S. Postal Service at a time when President Trump’s Postmaster General was sabotaging mail delivery ahead of a national election in which millions of voters were poised to vote by mail as a safe alternative to in-person voting. On May 15, the House approved H.R. 6800 by a vote of 208-199 (House roll call vote 109). YES IS THE PRO-ENVIRONMENT VOTE. On December 27, the president signed into law bare-bones COVID-19 relief as part of the year-end package (H.R. 133), which included support for transit agencies but none of the other important provisions listed above.
