2008 Scorecard Vote
During House consideration of the Fiscal 2009 budget resolution, Representative Paul Ryan (R-WI) offered a motion to instruct conferees designed to authorize drilling in protected, environmentally sensitive areas all across the country. The motion adjusted budget levels to assume $2.02 billion in increased revenues over fiscal years 2009 through 2013 from expanding federal leases for oil exploration and development on public lands throughout the West, offshore on the Outer Continental Shelf, and in the Arctic National Wildlife Refuge. This was a backdoor attempt to allow drilling on all of these pristine lands and shores.
On May 14, the House rejected the Ryan motion to instruct by a 185-229 vote (House roll call vote 321). NO IS THE PRO-ENVIRONMENT VOTE.
